Frequently Asked Questions (FAQ)
Brief answers to common questions about membership, trade union organization, and the Confederation’s legal status.
Membership and Organization
How can I join the Confederation?
You can join as an individual member or apply to establish an independent trade union in your sector by completing the membership application form. The Organization Committee will review your application and contact you.
Is the Confederation legally registered?
Yes. The Confederation was officially registered with the Ministry of Labour in 1991 under Registration No. 30, pursuant to Law No. 90-14 governing the exercise of trade union rights. It was restructured in 2018. Following the adoption of Law No. 23-02 of 25 April 2023 on the exercise of trade union rights, the Confederation brought its statutes into compliance with the new legislation within the prescribed legal deadlines. The Confederation is currently headed by Raouf Mellal. Its registration documents and statutes are available in the Organization Documents section.
Who is eligible to establish a sectoral trade union affiliated with the Confederation?
Any group of permanent workers in the same sector that meets the requirements for establishing a trade union under Law No. 23-02, while complying with the Confederation’s internal regulations. We provide guidance on the legal requirements applicable to your situation and assist you in preparing the necessary documentation.
Can I establish an independent trade union in my workplace?
Yes. The law guarantees this right. Once the required number of founding members has been met, the registration documents must be submitted to the competent authority. The Confederation provides technical and legal assistance throughout the entire process.
Does the Confederation operate across all provinces of Algeria?
The Confederation works to establish representation across all provinces of Algeria through its affiliated trade unions and federations.
Training and Support
Does the Confederation offer training courses or workshops?
Yes. We organize training workshops on trade union rights, fundamental freedoms, and international advocacy mechanisms, in cooperation with international training centres.
Do you provide legal assistance to members?
Yes. We provide legal advice and assistance in cases of unfair dismissal and disputes with employers or public authorities, depending on the nature of each case and the resources available.
What is the difference between the Confederation and a sectoral trade union?
A trade union represents workers in a specific sector, while a confederation brings together trade unions and federations from different sectors, working in solidarity under a common umbrella.
Special Categories
Can informal workers or unemployed individuals join the Confederation?
Yes, through dedicated trade unions or support committees, reflecting our commitment to every worker’s right to trade union representation, regardless of their employment status.
Who are considered informal sector workers, and can they join the Confederation?
The informal sector includes people working outside formal employment arrangements and without adequate legal protection, such as street vendors and workers without employment contracts. We work to organize these workers and ensure their trade union representation.
Can traders join the Confederation?
Yes. Traders can establish independent trade unions to defend their interests, particularly in response to tax pressures and the lack of effective trade union representation.
Can retirees participate in trade union activities within the Confederation?
Yes. Retirees can participate through retirees’ committees within their respective sectors. These committees come together to form an independent national federation dedicated to defending their rights.
Principles and International Relations
Are you affiliated with any international organizations?
We work with the International Labour Organization (ILO) and international human rights bodies, maintaining partnerships and ongoing coordination to advocate for and defend trade union freedoms.
Do your activities cover environmental issues and refugees’ rights?
We participate in initiatives to protect refugees and victims of deportation, and support environmental campaigns, particularly those focused on social justice.
Are you affiliated with any political movement?
No. The Confederation is a fully independent trade union organization that rejects affiliation with political parties and upholds the principles of trade union independence.
