COSYFOP submits its 2026 observations to the ILO Committee of Experts

On 30 August 2026, the Trade Union Confederation of Productive Forces (COSYFOP) submitted observations to the ILO Committee of Experts on the Application of Conventions and Recommendations (CEACR) regarding Algeria's compliance with ILO Conventions Nos. 29, 81, 87, 97, 98, 105, 111, 135 and 144.

The International Labour Office acknowledged receipt of the submissionand forwarded it to the Algerian Government, inviting comments within the prescribed time limit. The observations, together with any response the Government may provide, will then be considered by the Committee of Experts at its next session, scheduled for November–December 2026.

Among the situations COSYFOP brought to the Committee's attention is that of the National Autonomous Union of Postal Workers (SNAP), whose case before the Committee on Freedom of Association was closed for lack of new information , after the resignation of its leaders had left the union an organisation existing only on paper. COSYFOP also raised the court-ordered dissolution of CNAPESTE on 28 July 2026 , an action that illustrates the selective and discriminatory enforcement of Law No. 23-02, particularly when set against the treatment of the General Union of Algerian Workers (UGTA), which publicly acknowledged that it had not completed the compliance process required under that same law and yet faced no comparable measures.

COSYFOP will continue to engage with ILO supervisory bodies and United Nations mechanisms to ensure that documented violations of trade union rights and ILO Conventions receive effective scrutiny and follow-up.
